Amsha rulers of the Shashtiamsha (D60) chart govern the primary motivation of Grahas and hence the native in totality.

Let us first understand what Amsha Rulers are.

Amsha Rulers are the Gods (various kinds of Devi & Devata), Rishi, and other good or bad characters described in Santan Dharma, Vedic mythology, Shastras, Vedas, Puranas, Ramayana, Bhagwat Gita, Mahabharata etc.

Sometimes they are just meaningful adjectives.

They are section heads, ruler or king or Devata of parts of the division of a sign.

They are specific for every Divisional Chart/वर्ग कुंडली in terms of characters and numbers but may not be the same as the number of divisions

°D-60 (Shashtayamsh), division in 60 parts has 51 different Amsha rulers (but 60 in total) .

°D-20 (Vimshamsha), division in 20 parts has 40 different Amsha rulers (20 for odd, 20 for even signs).   

°D-10 (Dashamsha), division in 10 parts has 10 different Amsha rulers.

°D-9 (Navamsha), division in 9 parts has 3 different Amsha rulers only.

Just as there are 27 Devatas correspond to 27 Nakshatras (a division of BhaChakra in 27 sections), in the same way, there are Amsha rulers. Exactly same are the deities of Bhamsha kundali (D27), the division of a sign in 27 equal parts.

Some example of Amsha Rulers in various Vargas are: Agni, Nirriti, Deva, Kroora, Brahsta, Kubera, Indra, Viswakarma, Komal, Rakshasa, Kulghana, Narada etc.

Next, let us comprehend, how do Amsha Rulers influence us (via the bodies: Grahas, Lagnas, upgrahas, other bindus) and what is the scope of this influence.

They are section heads, ruler or king, or Devata of parts of the division of a sign. They govern the primary motives of bodies: Grahas, Lagnas, and other bindus placed in these sections. They act as a higher force for all bodies present in their regions and dictate their basic functioning.

The characteristics of the Amsha rulers are embodied within the Grahas and Lagnas and they behave in accordance.

Hence, Amsha Rulers regulate the motives and consequently karma of a native in that environment of Divisional chart (वर्ग कुंडली).

The study of Amsha rulers thus adds a great dynamic in every horoscope. Although planets can be placed in almost the same signs/house but their Amsha Rulers (D60) may be different in Vedic charts of two individuals.

The scope of their influence is our lifetime and everything that we are doing and what is happening with us. Their agendas and results are delivered along with other results.

Atma Karaka Graha (planet having highest degrees in the natal chart) signifies the Soul of the person and the influences falling on a soul to fulfill some Karmas in Maya during this incarnation.

So if the Amsha Rulers of Atma Karaka is are in benefic Shashtiamsha, then native is a pure soul who is motivated by good karmas and normally lives a fair and honest life. Even if he is compelled to do some little Adharma, his soul cries from inside.

Some examples of Benefic Shashtiamsha rulers are Maheshwara, Deva, Vishnu, Komala, Amrita, Soumya etc.

The nature and quality of the soul are like the description stated above of different D60 Amsha rulers.

Complete example: If a native has Moon as AK (Atma Karaka) in Deva Amsha => then he/she will be compassionate, empathic, helping etc in general because Moon is AK and he governs the soul of the native.

Above all these traits will be for benefit, wellbeing, and positivity of other/society because of Deva Amsha, as this person is carrying a divine agenda in this lifetime. So it will be really impossible for this native to deny his/ her help or support or show compassion should he find others in difficulty/need.

Because of his Dharma and positive Karmas in his past lives, he is blessed to be born with divine motives and native does accordingly.
